[13 MARCH 2023] Webinar on Selected Historical Landmarks from Rehabilitation International Centennial E-book
Rehabilitation International (RI) Global was established in 1922, with the current chairperson, Ms. Zhang Haidi, the chairman of the China Disabled Persons’ Federation. There are about 1,000 members in nearly 100 countries, which is a leading professional organization to promote the social inclusion and rights of disabled persons and enhance the equal opportunity of participation for disabled persons and their families in the community.
In 2017, the organization was honored to formally apply to become a member of the Macao region of RI, and has successfully held the “Rehabilitation International Asia-Pacific Region Conference”, “Rehabilitation Equipment and Assistive Devices Exhibition” and “Disability Art Exhibition” for three consecutive days in 2019. Bringing together more than 1,300 members from Rehabilitation International and people from more than 20 countries and regions to share and discuss issues about disability, rehabilitation, and social integration.
As RI approaches its centenary, RI gathered well-known experts from different fields to form an editorial committee, and published the e-book “Memoirs of Rehabilitation International’s Centennial 1922-2022” last year, a participatory publication, documenting in words, pictures, and videos, members’ contributions to the RI family, people networks, landmark events and policy statements, and global and regional impacts in witnessing a hundred years of humanitarian empowerment. This webinar was organized by the RI e-book editorial committee, hosted by the Fuhong Society of Macau, and fortunately received support from all walks of life, including Rehabilitation International, Hong Kong Joint Council for People with Disabilities, and MGM Macau. As a member of the Macao region, the organization participated in the editing and production process of the e-book, and became a member of the editorial committee, sharing the results of concerted efforts with the public through different channels.
This webinar is based on the e-book, Senior experts who serve on the RI E-Book Editorial Committee and who are world-renowned experts in their respective fields will speak on the following areas in which RI has been recognized as a pioneer and promoter over the past several decades. The speakers included Professor Ryo Matsui, Immediate Past Secretary General of Asia Pacific Disability Forum (APDF), Professor Emeritus, Hosei University, Ms. Etsuko Ueno, Adviser, Japanese Society for Rehabilitation of Persons with Disabilities (JSRPD) and Former Vice Chairperson of CBR Asia-Pacific Network, Ms. Chikako Kohyama, Former International Coordinator for IAF and Japan Organization for Employment of the Elderly, Persons with Disabilities and Job Seekers, Ar. Joseph Kwan MH, Vice-President Asia Pacific, Rehabilitation International (RI), Mr. Hang-sau Ng, Member of the Editorial Committee, and Rehabilitation International (RI) National Secretary for Hong Kong Special Administrative Region, China, and other experts from Hong Kong.
The webinar brought together 76 local people and people from all over the world to participate, including practitioners, scholars, and representatives of organizations for persons with disabilities. Ms. Maria de Fatima Salvador dos Santos Ferreira, President of General Assembly, Fuhong Society of Macau, and Deputy Vice-President Asia Pacific, Rehabilitation International(RI), also participated in and act as a moderator., leading the smooth operation of the meeting. Through this webinar, we maintain a bridge of friendship with the world, broaden its international perspective, pay attention to the affairs of the disabled, and strengthen the understanding and support of the local and all sectors of society for the disabled. We would like to thank all the experts and people who participated in this webinar, which have played an important reference role in the current development of the rehabilitation industry.
In the past 100 years, Rl has transcended countries, races, and ideologies to advocate for human health and the rights of the disabled. In May this year, the Centennial Celebration will be held in Beijing, reviewing the century-old development process and summarizing the experience. The organization expects to continue to implement the “Convention on the Rights of Persons with Disabilities”, and the “2030 Agenda for Sustainable Development”, and to promote the protection and inclusive development of persons with disabilities globally and locally.

This guide complements both the WHO Rehabilitation Competency Framework and the guide, Adapting the WHO Rehabilitation Competency Framework to a specific context. It describes a stepwise approach to developing a rehabilitation education and training programme and curriculum that can be used to support competency-based education. The guide describes steps across five phases of developing an education programme: Planning, Construction, Sequencing, Assessment, and Implementation. It also provides good practices and key considerations, as well as a number of templates to facilitate rehabilitation education programme and curricula development.

The WHO Rehabilitation Competency Framework was designed to be “adapted and adopted” to create context-specific rehabilitation competency frameworks, such as for a particular profession, setting or specialization. This guide describes a stepwise process of modelling a competency framework on the WHO Rehabilitation Competency Framework through five phases: Planning, Drafting, Review, Finalization, and Dissemination. It also provides examples of practical applications of competency frameworks, and good practices and key considerations when developing a competency framework.

Zhang Haidi attends RI executive committee video conference
The executive committee of Rehabilitation International (RI) held a video conference on July 28. Zhang Haidi, president of RI and chairperson of the China Disabled Persons’ Federation (CDPF), presided over the meeting and delivered a speech.

Zhang began her speech by reporting RI’s recent work. She said that on behalf of the RI, she had attended the global launch event of the World Report on Hearing, the roundtable meeting for the 14th session of the Conference of States Parties to the Convention on the Rights of Persons with Disabilities, and the Generation Equality Forum of the UN Women.
Zhang actively promoted the pragmatic cooperation between RI and the UN Department of Economic and Social Affairs, the UN Economic and Social Commission for Asia and Pacific, the UN Women, the UN Population Fund, and the World Health Organization and the International Network for Bamboo and Rattan, supporting RI members with essential medical supplies to fight against the COVID-19.
Zhang also described how RI, the CDPF, the UN Economic and Social Commission for Asia and Pacific, and the UN Women jointly launched an initiative promoting the development of women with disabilities, issued stamps themed around women with disabilities, and held symposiums on women with disabilities. The construction of the main body of China University of Rehabilitation Sciences has been concluded, which will provide a platform for exchanges and cooperation among the RI members and experts in the future.
Zhang pointed out that RI will continue to contribute to the progress of people with disabilities in the world. RI will further expand the scale of its membership, enhance the vitality of its members, optimize its organizational structure, guarantee fund supports, explore new public goods for the international community, take advantage of more international platforms to further improve its influence, and strive for sustainable development.
Zhang stressed that when RI celebrates its centenary anniversary next year, all members of the executive committee and members of the organization should uphold the torch of the institution to pass it to the next 100 years, and let the radiances of humanitarian care warm the hearts of people with disabilities.
The Vice Presidents and Chairs of standing commissions also reported their recent work and discussed the organization’s future development and centenary celebrations. The agenda of the meeting also covers RI’s cooperation projects and preparation for its 24th World Congress.

康复胜任力架构
In many countries, the rehabilitation workforce is underequipped to meet population needs due to large scale shortages across professions and specializations, and issues of quality and relevance. As the demand for rehabilitation escalates, the need to expand workforce production and strengthen regulation and quality assurance mechanisms becomes increasingly critical, especially in low-resource settings. Competency frameworks are a key tool for aligning the workforce with population needs through supporting competency-based education and training and regulatory standards, and the development of instruments for performance appraisal and gap analysis, among other applications.
Recognizing the need for a competency framework that can be ‘adapted and adopted’ by any rehabilitation professional group or specialization and for any setting, WHO, along with partners, developed the Rehabilitation Competency Framework (RCF). The RCF defines the core values and beliefs shared by the rehabilitation workforce, and encompasses the competencies, behaviours, knowledge and skills required to perform the range of activities and tasks involved in rehabilitation practice and service delivery.
The RCF is accompanied by two guides that support its uptake and use: a guide for adapting it to specific contexts; and a guide for developing a rehabilitation programme and curriculum based on a contextualized competency framework. Collectively, these tools support competency-based approaches to strengthening the rehabilitation workforce so that it is prepared to meet the needs of populations in the 21st century.

Individuals with health-related problems, disabilities or impairments cannot be limited to play the role of receiving rehabilitation services. Every individual is also the active subject of adding value in any given context as a rehabilitation outcome. Every individual is to be counted in. Societies are moved by rehabilitation.
The vision of RIWC 2021 is to be a global platform, motor and stepping stone for rehabilitation to continue moving societies.

澳门扶康会代表团一行六人远赴莫斯科出席康复国际2019年秋季执委会及会员大会与及出席康复国际杰出贡献奖颁奖典礼。
本会会员大会主席飞迪华与理事会主席黄濠、副主席陈才发、总干事周惠仪、行政经理卓敏仪及宝利中心经理余展荧到访了莫斯科，出席康复国际2019年秋季执委会及会员大会并于会议内向执委会各区代表汇报了本会于今年6月26至28日在澳门举办时隔十七年的《康复国际亚太区会议2019》暨《康复器材及辅具展览》及《展能艺术展览》，由澳门特别行政区政府及澳门基金会等支持举办，会议主题 : 「同心协力、构建融和、人人平等、共用发展」，飞迪华向各区代表分享了亚太区会议的内容细项、会议及展览的成效与及会议期间达成的相关协议的可持续跟进等，本会获得各地区代表的高度肯定及认同，而本会更向与会者分享会议衍生的无障碍网站将持续运作，可作为一个各地区对会议等内容的查阅及知识分享平台．本会作为澳门地区会员，也将积极维系在会议期间建立的国际友谊，增进彼此互动交流，为残疾人士引入更多创新多元服务，也向外宣扬本澳的残疾人士等各项发展!
另外，本会代表团更出席了另一项重点活动，于莫斯科举办被誉为全球残疾与康复领域的“诺贝尔奖”- 康复国际首届杰出贡献奖颁奖典礼。康复国际主席、康复国际杰出贡献奖评奖委员会主席张海迪希望获奖者未来在各自的领域发挥榜样作用，并借助他们的影响汇聚更大的力量，为更多的残疾人带来福祉。

本会会员大会主席飞迪华女士携同本会理事会主席黄濠先生、副主席陈才发先生、总干事周惠仪女士及行政经理卓敏仪女士出席由澳门会议展览业协会主办的“澳门会展嘉许奖2019”颁奖典礼。本会亦有幸于是次嘉许奖中凭“康复国际亚太区会议2019”获选会议竞投奖，会员大会主席飞迪华女士更上台领奖及演讲。感谢澳门会议展览业协会举办是次活动，让各行各业能有一个分享、交流及合作的平台。同时，肯定及嘉许澳门具实力、有潜力的会展项目，鼓励澳门会展业界朝“国际化、专业化、品牌化”方向发展，不断提升澳门会展业的区域竞争力及国际影响力。
